Hull City Council developed, and is responsible for, this website. We want everyone who visits the Hull Joint Strategic Needs Assessment website to find the experience rewarding. We are required to comply with the Public Sector Bodies Accessibility Regulations 2018.
Our accessibility target
To make the Hull Joint Strategic Needs Assessment website content more accessible for people with disabilities, and user friendly for everyone, we use the Web Content Accessibility Guidelines (WCAG) 2.1. The guidelines have three levels of accessibility (A, AA and AAA). We’ve chosen Level AA as the target for the Hull Joint Strategic Needs Assessment website.
How accessible is this website?
We’re working hard to achieve our goal of Level AA accessibility but we realise there are still some areas that fail to meet that standard. The specific identified issues relating to the WCAG guidelines are listed below.
1.1.1 Non-text content
“All non-text content that is presented to the user has a text alternative that serves the equivalent purpose.”
The homepage image carousel fails with its use of ARIA labeling and invalid values.
2.4.3 Focus Order
“If a Web page can be navigated sequentially and the navigation sequences affect meaning or operation, focusable components receive focus in an order that preserves meaning and operability. “
The cookie popup fails due to using an off-screen on-focus attribute.
Known limitations
To meet our accessibility goal, we are reliant on third party WordPress theme and plugin providers to comply with our requirements. We use some plugins for functionality, for example the image and post carousels on the homepage, and the cookie popup. All specific plugin issues we have identified have been highlighted with the suppliers. If the supplier cannot update their plugin we will always attempt to source a more accessible solution. Unfortunately this may not always be possible without affecting the user-experience of the website. It may also not be possible to acquire a fully compliant alternative within the limits of the website budget.
